An Occupation Permit is the principal framework through which eligible non-citizens may live and work in Mauritius as investors, professionals or self-employed persons. It is permission for a defined category and activity, not a general right to do any work or business. The Economic Development Board (EDB) administers the framework and its current published requirements should be checked before application.
What the Occupation Permit allows
An OP combines residence with permission connected to the authorised activity. Its scope matters: an employee’s permission is tied to employment, while an investor or self-employed holder must satisfy the conditions of that category. It should not be treated as a visitor visa, a universal business licence or permanent residence.
Read the approval letter and conditions closely. Keep evidence that supports the permitted activity, including employment records, company filings, income records and address details.
The main categories and who each suits
The familiar categories are Investor, Professional and Self-Employed. Broadly, an investor establishes or invests in a qualifying business, a professional works under employment arrangements, and a self-employed applicant carries on the approved activity independently. The right category follows the real arrangement, not a preferred label.
EDB has announced revised criteria and new framework measures. Because operational rules can change, avoid relying on old threshold figures; confirm the live category guidance and application portal requirements.
Conditions attached to the permit
Conditions can concern the approved employer, business, investment, remuneration or operational performance. A holder should not change employer, start a second business, alter the core activity or treat a spouse’s business as their own activity without first checking the position.
The permit is only one part of compliance. Company, employment, tax, licensing and immigration obligations may run alongside it. Retain records in a form that can be produced at a review.
Duration and periodic review
Duration depends on the category and the particular permit. Renewals and reviews require attention well before expiry, especially where income, investment or business-performance evidence is needed. Do not leave a weak or incomplete file until the last week.
Budget announcements and EDB updates indicate an evolving framework. They should not be treated as final personal eligibility advice until the applicable rules and transitional treatment are confirmed.
Dependants and family members
A spouse and eligible dependant children may be able to seek dependant status under the current framework. Their passports, relationship documents, age and financial-support evidence must be kept current. A dependant’s permission is not necessarily permission to take up paid work or run a business.
Where the family is internationally mobile, coordinate permits with schooling, travel and health-insurance arrangements. A gap in a dependant’s status can cause problems even where the main holder is compliant.
Changing employer, activity or category
A change can be legally significant even where the role looks similar. If you resign, are dismissed, change company group, obtain a new client base or change from employment to self-employment, obtain clear guidance before acting. A new application, variation or other formal step may be necessary.

Grounds on which a permit can be revoked
A permit may be affected where its conditions are no longer met, material information is inaccurate, or the authorised activity ends. The result may also affect dependants. Prompt, accurate disclosure and a documented plan are preferable to letting an issue emerge during a review.

Before filing, test the application against the real operating plan. For a professional, that includes the actual employer, role and remuneration. For an investor or self-employed applicant, it includes the business model, investment, clients, licensing and records required to demonstrate performance. An application that describes a different reality may create difficulty later even if initial approval is obtained.
Keep copies of every online submission, acknowledgement and approval. When an officer, bank, landlord or future purchaser asks about status, the permit card alone may not explain the full terms. A clear chronology and source documents make it easier to address questions accurately and to plan a lawful change of category.
Approvals should be treated as living documents. Put renewal reminders well before expiry, retain updated evidence and check conditions before changing employer or company structure. That approach is particularly important where a family, landlord, bank or purchaser will rely on the continuity of your lawful status.
Where the facts are unusual, put the question to the authority in writing. A reliable record of the answer is more useful than an informal assurance, particularly where a future renewal will depend on the same condition.
Frequently asked questions
How long is an Occupation Permit valid?
Validity depends on category and terms. Confirm current duration and renewal rules with the authority.
Can my family join me on my permit?
Dependants may be eligible, subject to current conditions and evidence. Their status must be maintained separately.
What happens if I no longer meet the conditions?
A changed job, employer, activity or financial position may affect permission. Notify the authority and obtain confirmation before acting.
